The capital city of Ankara is the most livable in Turkey, while the eastern town of Ağrı is the least livable, according to new research prepared by the magazine CNBC-e Business.

Prepared by examining 34 criteria, the list placed Ankara, Eskişehir, Istanbul, Antalya, Trabzon, Edirne, Isparta, İzmir, Artvin and Kırklareli as this year’s top 10, in that order.

Ankara was noted for having Turkey’s most developed economy and best health and education infrastructure; it also ranked second for its art activities, while its economy and vehicle density were shown to surpass that of Istanbul, as did the rate of bank deposits in the city. In public investments per capita, Ankara and Istanbul were tied. The capital’s air quality was ranked at a medium level, while traffic was considered worse than in Istanbul. Ankara’s crime rate was shown to be relatively low.

Neighboring Eskişehir was determined to have the highest level of intellectuals and its residents showed an impressive level of interest in the arts, ranking fifth in the number of moviegoers. A fairly wealthy city, Eskişehir ranked well in all categories except for crime and traffic.

With some 16 million students and 600,000 teachers returning to schools to start the new academic year, traffic was congested Monday in Turkey’s big cities despite measures to boost public-transportation ridership.

Traffic jams were common in Istanbul, where around 3 million students and 13,000 school buses headed to 3,500 preschools, primary schools and high schools around the city, the Anatolia news agency reported Monday.

In Ankara, resurfacing work on the city’s two main arteries caused serious gridlock across town as lines of cars extended for kilometers in every direction. The mayor called off the construction work for the day and brought in extra traffic police to try to ease the situation.

The Istanbul municipality also offered free rides on other forms of public transportation, including the buses, tramway, city ferries and metro run by the Istanbul Public Transport Authority, or İETT, and the Istanbul Fast Ferries Co. Inc., or İDO.
